I agree with the steering head bearings being a probable cause. Even if 
they are well greased and in good shape, if you have the steering head 
bolt torqued wrong, it could cause this problem. I had the same problem 
with an 82 GS1100GL and the problem turned out to be that I hadn't 
torqued the steering head bolt down quite enough. Of course, if you 
torque it too much, you'll end up with a bike that's hard to control at 
slow speeds.
If I remember right, that front tire is fairly worn, isn't it? Could be 
uneven wear causing it too.
