Yes, its there, but this is the bolt that (also) secures the damper ass'y. 
Even if you can manage to remove it w/o holding the damper ass'y in place 
from the inside, you'll have to hold the damper rod still to properly 
re-torque it afterwards.  I know this because I built a "special tool" to do 
just that after I went in to replace fork seals and install gold valve 
cartridge emulators two years ago.
