Actually if the power limits are low enough they are legal with the caveat
that they cannot cause interference to another service.  Very much up to
interpretation.

Bear in mind that anything that "transmits" is technically 
illegal because it's an unlicensed transmitter per the 
FCC.  Thus the reason radar detectors are "passive" rather 
than active.
