       Sounds like they mounted them up dry  and didn't get them seated fully 
on the bead, you might try unseating them from  the rim, then apply a little 
soapy water and air them back up to see if they  will pop all the way on. then 
peel all those weights off and see how she does.  But then you wouldn't be 
able to prove their screw up, but you could at least  ride.
