saving $ on car rental in the USA no GPz content

I am planning on spending February in Arizona.
Checking on rental vehicles there is a large savings to be had if you rent 
from a site not at the airport.
I have found in Phoenix AZ
the same rental agency same type of car
 Site at airport $1200.00 - $1400.00/month
Site in the city $690.00 - $750.00

I don't know how much a 7 mile taxi fare is in Phoenix but I'm damn sure its 
less than $250.00.
