Hard (impossible) to start

Well, since the Jeep is also in need of repair, and i NEED the bike to be reliable so I can get to work, I took it to a dealer I trust.
They said it's getting spark, they actually had it running briefly, but then it would almost immediately die.
What they told me was that the needles and seats were really bad.
They've done awesome work for me in the past, so I'm hoping they aren't taking me for a ride (figuratively) this time.
I'm going to have them get the carbs cleaned out and replace the needles, etc., and make sure everything is balanced.  once it runs reliably, I can worry about the old rear tire.  inspection isn't due til the end of May, so I have time (as long as I'm not on cords), to get a tire in and swap it out.
once the bike is tip-top shape, the Jeep comes off the road for some rear brake work.

 I know after my bike has sat for extend period a shot of starting
fluid should  produce results if all is somewhat well. I take off air
cleaner cover a spay in there.

  My bike has always been a little different starting. I start mine (
even in real cold weather ) by cranking with no choke. It starts right
up then before it dies I put the choke on almost full. It speeds the
rpm up and in the next couple mins I can drive off no problem. I am
not sure if I have some sort of problem but this has been how I have
started since I bought it used. It seems to run a little rough if I
hold it at a steady throttle at low rpm. Once I give it gas from there
it runs fine. I had the carbs off once but they were real clean inside
so as far as I know there ok.
