Needle Jet Holder Resolved

So what's the purpose of this, I guess I never looked at the needle holder
holes close enough.  Inner cylinders leaner doesn't seem to make sense imho.

Did some e-digging and confirmed with "K"ommand Central:
13091 : 13091-1425 has 16 holes (holder, needle jet) [2&3]
13091A: 13091-1925 has 18 holes (holder, needle jet,#1,#4)
