[BaseCamp] seemingly continuous loop

I successfully used JaVaWa a few years ago to transfer my BaseCamp stuff
from one old desktop to a laptop for traveling. That laptop runs XP and
for Saturday's webinar I wanted to get to the most current version of BC.
So I used JaVaWa again to transfer my BC stuff from that laptop to a new
laptop we have running Windows 8.1.
If you've used JaVaWa before, I need some help.
The maps have transferred over. I went to
http://www8.garmin.com/support/download_details.jsp?id=4435 to get and
download BaseCamp. It installed. I created a desktop shortcut icon so
that all I need to do is click and open BC. Unfortunately, it is not
working that way.
First issue, none of my files came over via JaVaWa. I'm pretty certain
years ago when I used JaVaWa it brought everything over using the backup
option. None of my waypoints, routes or other data is seen.
Second issue, every time I click on the desktop icon to open BC, it goes
through the complete install wizard AGAIN -- thus my continuous loop
issue. If I elect not to go through the wizard, it just doesn't do
anything. When I go through the wizard completely, at the end it asks if I
want to launch BC. If I unclick that box and exit the wizard, I'm left
staring at my desktop screen. I then have to go back through the process
again. If I elected to leave the box clicked, BC will launch but none of
my collection is there.
Any help would be appreciated.
