[BaseCamp] seemingly continuous loop

OK, I have a partial success.  Using the backup/restore options, I was able
to get my waypoints and routes onto my Windows 8 laptop.  But I still can
not figure out how to get out of the loop.  BaseCamp will not launch unless
I re-intall it via the wizard
