[BaseCamp] seemingly continuous loop

ok, partial success.  Using backup/restore I was able to move my waypoints
and routes from the old laptop running XP to a stick drive and then to the
new laptop running Windows 8.  However, I remain in the BaseCamp eternal
loop.  I can not launch BaseCamp without going through the wizard and
re-installing BaseCamp every time.  Weirdly, it remembers where I was on a
map when it re-installs and launches.  Is that Windows 8 messing it up or
is it operator error in some fashion?

I have the exe file downloaded from Garmin. My laptop says it is
installed.  It only gives me an option to "Open".  I've uninstalled and
downloaded it a second time.  No change.  Still can not launch without
going all the way through the install wizard.  I am stumped.  Any ideas???
